Answers:
all dogs bark and all breeds hate cats with the exception of a few dogs. you are out of luck
All dogs bark at least some, but my experience is that Cavalier King Charles Spaniels bark less than many small dogs, are very friendly with people and other animals and easy to train.

haha a pomeranian?
My friend has a whippet, who is small and did not bark, until she spent time around a barky terrier, she still barks very little. You have to really encourage her to speak. She does play chase with the cats, but there is no aggression.
Remember, whatever breed you decide on, spay and neuter!
All dogs bark. Only the Basenji is known as the barkless dog, but it isn't a silent dog... it has a bark-yodel. If a puppy is raised with a cat and is taught to respect the cat, it will likely get along with *that* cat (not all dogs raised with cats will accept all other cats in the future... not all dogs will have a problem accepting cats - some like them).
Visit the AKC's web site and read up on the different breeds. You probably ought to avoid sporting or working dogs and terriers. For you, maybe a mellow dog like a Bichon frise or a poodle would work.
basenji,yorkie,female cocker spanels,
First of all, most dogs will accept cats if they are introduced at a young age to them.
As far as finding a small dog that doesn't bark much, that is a more difficult task. Boston Terriers and Pugs are some that come to mind. These breeds are also very sweet and tend to get along with everyone and anything if socialized properly. But consider the animal shelter for a mixed breed. There are so many just waiting for a good home before they are euthanized!
Do not take this responsibility lightly. Dog ownership is a huge responsibility and every dog deserves only the best of owners.
Good luck to you!
And Ida is right, be sure to spay or neuter your dog!!!
